MEA provided Quantity Surveying services to Reigate & Banstead Borough Council for the development of 32 affordable one and two bedroom flats, along with 360 sqm of premium ground-floor retail space. Designed by MH Architects, the project incorporated solutions to exceed energy performance regulations at the time, including enhanced fabric U-values, Mechanical Ventilation with Heat Recovery (MVHR) units, and gas-saving technology in the boilers.

The project scope involved the demolition of five existing retail units with eight duplex apartments above, followed by the construction of a modern mixed-use building spanning five floors. Below-ground attenuation tanks were integrated to manage sewer discharge in this busy town centre location. MEA’s role included cost planning and commercial oversight of the delivery of a two-stage procurement process, working closely with the council’s procurement team and project manager to ensure on-time delivery, whilst meeting the council’s strategic goals.

Key challenges included meeting sustainability targets, coordinating drainage connections with the Highways Agency, and managing site logistics and safety. Careful planning was essential to minimise disruption to residents and the general public in this prime town-centre location.
